Modern Outlook is not designed for notification-driven workflows
I tried several times to solve my discomfort with Outlook usage, until I finally realized that I had been using it the wrong way. In a way it was not designed to work intentionally by Microsoft. The unexistance of a minor UX feature leads me to a huge overwork and complicated work-around just because Microsoft thinks that it is a clever idea to ignore real users and their everyday working routines.
